Abstract: Since the existence of commercial quantities of skipjack ( Katsuwonus pelamis ) and adequate resources of suitable baitfish were demonstrated in the waters of Fiji (FAO, 1974), the pole-and-line tuna fishing industry has steadily increased in size to become an important primary industry. The IKA Coorporation, set up by the Fijian Government as an autonomous body in 1975 to develop the tuna fishing industry, recorded its first catches in the 1976 season and is today the major tuna pole-and-line operator in Fiji. Since fishing commenced, the Fisheries Division of the Fiji Ministry of Agriculture and Fisheries has maintained detailed statistics on a monthly basis of tuna and baitfish catch and effort. Analyses in this report are largely based on recorded bait catch and effort data. To assist in evaluating these data, the captains of the vessels were interviewed in April 1980 and their opinions of the reasons for the poor initial catches that year are examined.

Abstract: The market for seafood in Canada is dominated by American suppliers and market conditions but is expanding, creating opportunities for new suppliers. The retail and food service market segments for fish products in Canada are reviewed and basic market entry strategies are provided. Imports from South Pacific Forum island countries in the past have not been significant but demand in Canada for fresh and frozen tuna is increasing. The potential for smoked fish and tuna products is more limited. Canadian prices and standards are reasonable and potential markets for Pacific island seafood exporters exist in Vancouver and Toronto. The single biggest constraint for Pacific island suppliers appears to be inadequate air freight services out of their region.

Abstract: This study is based upon analyses of 13,000 daily catch returns of skipjack tuna, Katsuwonus pelamis, submitted by the live bait and pole fishing boats in Papua New Guinea. A strong correlation exists between lunar phase and bait catch, withfull moon periods producing considerably lower average dailyaaaaa catches (51.4 buckets for full moon periods compared with 64.1 buckets for new moon ; P = 0.007). More skipjack tuna fishing days were lost due to the failure to catch bait during full moon periods (11.8)than during periods of new moon (6.8). Average daily skipjack tuna catches show little variation from one moon phase to another (2,878 kg per day for new moon and 2,690 kg per day for full moon ; P = 0.592). A curvilinear relationship of the type (x)= a(1 - e-bx)exists between skipjack tuna catch and bait catchesare not as beneficial per unit as smaller ones. Possible benefits of keeping a fraction of large bait catches for use on another day are discussed.

Abstract: The Pacific Islands region is a significant area for marine turtle breeding and migration. Local people have exploited turtles for centuries, but incidental capture of turtles during commercial fishing for other species has hastened their decline. The two major tuna fishing methods, longline and purse seine, are described. By-catch assessment is based upon catch effort and catch data obtained by observers on fishing vessels. The nature, extent and factors affecting turtle encounters are discussed, as well as estimates of turtle captures and suggestions for mitigation of turtle capture. The biology and ecology of the following species are summarised: green turtle (Chelonia mydas); hawksbill turtle (Eretmochelys imbricata); leatherback turtle (Dermochelys coriacea); loggerhead turtle (Caretta caretta) and olive ridley turtle (Lepidochelys olivacea). The review concludes with recommendations for improving knowledge on turtle encounters.

Abstract: In the western and central Pacific, coastal states and fishing nations recently adopted an historic agreement creating a regime for the conservation and management of the region's tuna stocks. While hailed as a milestone in international and regional fisheries law, the new convention reflects the problems of harmonizing the competing and conflicting interests of the actors in the negotiation process. Prominent among these actors are the Pacific island coastal states, within whose exclusive economic zones much of the tuna is found, and the rich and powerful fishing nations of the Pacific rim, who account for much of the tuna catch. This paper explores the dilemmas facing the Pacific island states in negotiating and implementing this agreement: in particular how to meet their obligations under international law to effectively manage the resource, while protecting their sovereign rights and economic interests.
